This is particle number conservation: a state with definite particle number retains it. Its origin is the phase symmetry $U(1)$ of the complex field $\Psi$, whose quantized generator is $\hat{N}$. For any $U(1)$-invariant Hamiltonian $h$ on ${\mathcal{H}}_1$, built from terms with equal numbers of $\Psi$ and $\bar{\Psi }$, one has $[\hat{N},\hat{H}]=0$.
